DUTIES: Assisting in Implementation of Municipal Financial Management Act and compilation of annual statements. Implementation of Supply Chain Management Act and also perform any general financial management responsibilities.

Key Performance Area:

As an advisory committee to Accounting Officer on matter relating to risk management.

Duties:

  • Oversee the development and review of the risk management strategy, policy and implementation plans;
  • Review the risk appetite and tolerance levels;
  • Monitor the implementation of the risk policy, framework and implementation plans
  • Evaluate the effectiveness of mitigating strategies to address the material risks of the Institution;
  • Report to the Accounting Officer any material changes to the risk profile of the Institution;
  • Undertake impact assessments of emerging risks that face the organization on an ongoing basis; and
  • Review the fraud prevention strategy, policy and plans.

Term of Office of the chairperson of the Risk Management Committee will be in line with term of office with the current Council.

Sitting and travelling allowance will be determined by the Council.

Key Performance Areas: As an independent advisory committee to the Council, Political office bearers, Accounting Officer and management on the matters relating to:-

• Review the Annual Financial Statements to provide the council with authoritative and credible view of the financial position and performance of the municipality;
• Respond to the council on any issues raised by the Auditor General in the audit report;
• Review and approved internal audit unit related matter;
• Carry out such investigations into the financial affairs of the municipality as may request; and
• Review the municipality’s performance management system and make recommendations in this regard to the Council.
Term of Office of the members of the Audit and Performance Audit Committee will be in line with term of office with the current Council.

RESPONSIBILITIES:

• Maintain overall responsibility as Accounting Officer for all income and expenditure of the Municipality, all assets and the discharge of all liabilities and proper compliance with the Municipal Finance Management Act.
• Manage all Directors and their budgets to ensure that the Directorates focus on delivering on the Municipality’s strategic priorities within the approved budgets and in an integrated fashion.
• To develop, facilitate and monitor the implementation of IDP,
• Must ensure optimum allocation of resources by demonstrating prudent operational financial management,
• Good governance, ethics and values within the financial environment
• Must facilitate, maintain and develop strategic partnership and alliance with other spheres of government in promotion of the principles of inter-governmental relations, including international government and communities,
• Must be able to develop systems and to implement such systems must also develop strategies to deal with statutory requirements and responsibilities;
• Must be able to analyze and review the existing policies, systems, and processes,
• Setting up and maintaining an economical, effective and efficient and accountable administration,
• Any other responsibilities delegated by Council or Executive Mayor and or prescribed by legislations or regulations.
